Tetiana Bakhteyeva, the Head of the Committee has emphasized that "non-delivery by the Ministry of Health of necessary medicine and medical equipment to regions is a main cause of the crisis in the realization and financial provision of State medical programs".
Over the last six months of 2007 the Ministry of Health has failed to realize State medical programs in full to the amount of 50 mln UAH. These heavy funds, she added, had been returned to State budget revenue.
According to Committee members, the same negative situation can be observed in the field of expensive equipment purchasing.
Attention was attracted to the fact that organs of Main Control and Revision Office have completed the revision of the Ministry of Health use of budgetary funds concerning purchases aimed at the realization of programs on immunoprophylaxis, treatment of insular diabetes, tuberculosis, AIDS and oncological illnesses for the years 2004-2005 and first quarter of 2006. According to the People´s Deputies, sum total of violations identified by the revisions amounted at that time to 400 mln UAH.
In the opinion of meeting participants, in order to solve these problems it is necessary to improve mechanisms of purchase of remedies and goods for medical purposes in the framework of Complex Program by the introduction of mechanism of these medicaments purchase by Regional Offices of Health Protection, as well as fix boundary prices of these medicine and to improve procedure of auctions.
As a result of discussion, the Committee has decided to recommend the Cabinet of Ministers of Ukraine obliges the Ministry of Finance to strengthen control over the use of budgetary funds assigned for financing of health protection.
